the general direction of the Branch Chief of the Multifamily
Lending Special Projects Branch within the Division of State
Financial Assistance (DSFA), the incumbent oversees and directs
staff responsible for policy research, planning, programmatic
delivery, and program evaluation duties related to state funded
multifamily housing programs across a spectrum of policy priority
areas.The Multifamily Lending Special Projects Branch is primarily
responsible for overseeing the state-funded affordable housing
programs including analysis of proposed legislation affecting new
or existing programs, program design, the development of program
guidelines or regulations detailing the use and requirements of
state funding programs, issuance of Notices of Funding Availability
and application forms, application review and funding
recommendations, participation in project construction loan closing
calls, and issuance of project Standard Agreements with the
Department.Up to 20% overnight travel throughout the state may be

this position is eligible for hybrid telework and may be eligible

organizations, developers, continuums of care, and other external
partners and the public.
- Experience supervising staff.
- Experience in underwriting housing loans, specifically
multifamily construction and permanent loans.
- Knowledge of and/or experience with reviewing projects,
programs, policies, and procedures for compliance with state
statutes and federal requirements.
- Experience establishing, implementing, and analyzing federal,
state, local, and internal policy, regulations, statutes, and
procedures.
- Experience interpreting, applying, and communicating policies,
procedures, and regulations with internal and external stakeholders
including in training.
- Proficient in using standard office software (Word, Excel,
Outlook, PDF) for communication, document processing, data analysis
