Academic Professionals of California (APC) Labor Relations
Representative / Organizing Specialist
Under the supervision of the APC Labor Relations Manager and in
conjunction with the Executive Board, the Labor Relations
Representative (LRR) is responsible for representing the
organization at meetings, campus and organizing events, and
providing labor relations support, grievance resolutions;
representation of bargaining unit members' contractual rights; and
works in close association with APC officers and chapter
leaders.
Duties include, but are not limited to:
Training and assisting stewards and officers in representation work
including grievances and reprimands.
Assisting stewards in providing bargaining unit members with
contract interpretation and advice concerning their employment
rights in the CSU
Assisting in filing grievances by working directly with grievants
andstewards
Advising bargaining unit members on disciplinary matters
Conducting worksite visits
Participating in the recruitment and training ofmembers
Devising and implementing internal organizingstrategies
Devising campaigns to mobilize members in activities related to
contractbargaining
Apply expert knowledge and substantial experience in best practices
concerning labor relations and employment issues
Applying knowledge of state and federal labor and
employmentlaws
Ability to work in a fast-paced, dynamic environment
Ability to work in a confidential public sector work
environment
Assist stewards in providing bargaining unit members with contract
interpretation and advice concerning their employment rights in the
CSU
Assure that APC's Duty of Fair Representation responsibilities as
certifiedbargaining agent are fulfilled within the areas of
assigned responsibility
Conduct campus visits and attend, chapter meetings to meet and
discusscampus issues with members
Provide other related services as assigned by the Labor Relations
Manager
As a representative of a union of higher education professionals,
the incumbent is expected to communicate well, both verbally and in
writing.
The incumbent may occasionally work in the evenings and weekends;
have an interest in undertaking work directly related to the
professional livelihood and careers of university professionals;
have the ability to counsel and work effectively with Unit members
under
substantial personal and professional stress; be willing and able
to work cooperatively with other staff, management, elected
leadership, and members; possess strong analytical and
organizational skills; have the ability to work effectively with
members and staff from diverse ethnic, social and economic
groups.
Extensive and frequent travel throughout California and possession
of a valid driver's license are required. Occasional reporting to

POSITION ANNOUNCEMENT:
Academic Professionals of California (APC). APC is the union which
represents the Unit 4, Academic Support, employees of the
California State University (CSU) system. Unit 4 employees provide
professional services to the students at the 22 CSU campuses in
areas such as admissions, academic advising, financial aid,
housing, disability services, learning resource services, new
student orientation, career services and more.

Position Summary. The individual's main function is to protect the
Bargaining Unit Member's and the Union's rights under the
Collective Bargaining Agreement, applicable laws, rules and
regulations through a variety of means including negotiations,
grievance handling, organizing, and otherwise exercising their
expert labor/organizing skills in achieving gains for APC and its
membership.
The incumbent will be responsible for ensuring that contractual
problems are identified, brought out to APC leadership and
researched for possible solution. In delivering APC resources, the
incumbent will comply with and will be an advocate for all policies
as set forth by the Council, President and Executive Board. The
incumbent will also be required to envision and formulate
strategies designed to lead the organization and its members in a
changing labor market by devising and implementing organizing
strategies.
REQUIRED QUALIFICATION AND EXPERIENCE
Minimum Qualifications:
The incumbent must possess a bachelor's degree, excellent written
and oral communication skills, a minimum of three years of
professional labor relations experience, preferably in the public
sector (unionized workforce), demonstrate an understanding of
Employment Labor Laws, familiarity with the Higher Education
Employer-Employee Relations Act (HEERA), dispute resolution, and
employee relations. Ability to represent individual members in
investigatory meetings and labor management meetings; meet and
confers; and other consulting, advice and assistance as needed.
Experience in conducting grievance and complaint investigations is
required along with experience working with highly sensitive and
confidential information. Experience in organizing meetings and
public events with the purpose of recruiting and organizing
members.
Preferred Qualifications:
Preference will be given to candidates with public sector
experience in a unionized environment. Incumbent will be expected
to travel throughout the 22 CSU campuses with a liberal virtual
work policy.
Salary: The anticipated hiring range is $68,500 - $85,000 annually,
based on qualifications and experience. This position is a
full-time exempt employee. APC offers 14 paid holidays plus 24 days
personal leave annually to start, mileage reimbursement.
